There's no limit on the number of neighbors you can add, so it's really up to you to determine how many you think you want to have. You certainly don't need to go out and actively recruit your friends to play the game. It's very likely some of the people on your friend list play already. You can find out who by going to the My Neighbors tab when you're on your farm. From there it's very easy to send a neighbor request to anyone you know who's already started working on their farm.
If you'd like to expand beyond this though, the game does provide an invitation function that allows you to send automated messages to anyone on your friend list asking them to play FarmVille with you and be your neighbor. This is a good place to start, and it's a good idea to invite everyone you know. You may very well be surprised who the most enthusiastic farmers turn out to be.
